Murder victim Helen McCourt's mother Marie McCourt says she is "in shock" and "horrified" at the decision to release her daughter's killer Ian Simms.
Parole board judges have freed murderer Ian Simms from his life sentence despite her family's campaign for him to remain in jail.
Simms, now 63, abducted and murdered 22-year-old Helen, who vanished on her way home from work in Bootle, then in Lancashire, on February 4, 1988.
The heartless killer has never revealed where the young insurance clerk's body is.
Helen was snatched after getting off a bus near her home,
Simms has never revealed where he disposed of her body despite repeated appeals from her devastated family.
They have campaigned for decades for a law change to prevent killers who won't reveal the locations of their victims' remains from being paroled.
Helen's mum Marie, 76, was celebrating just three weeks ago when a Bill to introduce Helen's Law was unveiled after years of campaigning.
However she spoke of her "shock" when a decision was made to release Simms.
The mum, from St Helens in Merseyside, launched her campaign in the Mirror four years ago.
Her family begged a parole board panel not to consider freeing Simms before Helen's Law comes into effect next year.
A Bill to introduce the law was unveiled in October after years of campaigning by her family.
It means killers could be denied parole for not revealing where their victims are.
